Mud Flaps Splash Gaurd

I am looking for Q5 mud flaps, the dealer is asking $247 + tax for a set of 4, + 192 installation. I checked US dealer charging $170 USD. I can get them to a UPS pick up location in Ogdensburg. The question is can these be installed by any mechanic in Ottawa or has to be a dealer? Are there cheaper mud flaps available else where in Canada?
