Should I attempt to replace the front shocks in an Audi CS 100 non quartro?
The shocks (inserts) are shot in my '93 Audi CD100. I know you can buy
just the insert gas cyclinders (shocks) but is this something a home
mechanic can replace? I have replaced regular shocks and other items
and am mechanically competent....just don't want to get in over my
head.

You will need to remove the struts by removing the axles, unplugging the ABS
sensors, removing the brake calipers / caliper mounts, lower mounts and the top
mounting bolts.
Next you will need to rent a spring compressor and be very careful using it.
Once apart changing the shocks is rather easy.
Changing the strut bearing would be advised as well.
Be sure to mark location of the strut mount at the top to replace correctly to
avoid alignment issues.
Doable but depends on your level of mechanical ability.

housing like on the 5000s? I think it should be one of the easy Audis to
do.
Shouldn't a little oil be poured in the housing before the strut insert gets
installed to act as a cooling agent?

I forgot that feature. There is a special tool that looks like a socket with a
side opening to hold the shaft when changing this way but I think that this can
be done by holding with a vice grips or pipe wrench.
Easier job than I described before.
