Climate controls constantly making noise
I don't know how to describe this one.... the climate controls, the motorized mechanism on the inside of the unit, I guess what adjusts/opens and closes various vents on the inside when routing air, is constantly making noise, as if it can't make up its mind which setting to choose. It happens with any setting, or even when it's turned OFF. It even happens even when I shut off the car... I can still hear it going rrr rrr.... rrr rrr.... rrr rrrr...
Anyone know what's causing this and how I can fix it? It's driving me nuts.

first off you failed to say what model car you have or any details but i will assume its a b6 or b7 a4.
i dont know what you mean by when its on but when its off everyones b6 or b7's climate make noises after shut off, for quite some time.

2003 A4 1.8T Quattro.
It makes noise, regardless if it's on or off.... when the fan is on low, I can hear the motors or actuators doing something, and it never stops doing it. If I click the power button to turn off the climate controls, it still makes the noise, and also when I shut off the car.
It just sounds like it can't make up it's mind what setting to stay at, or what vent or flap to keep open or closed, or whatever the f it's doing.
I have to keep the radio on all the time, otherwise I hear that stupid thing while I drive.. it's really annoying.

hmm i feel like this is normal and your just being paranoid by the smallest sound. Cause it definitely does this after shut off.
get a vag-com cable and scan your car. You'll find out if there is a problem with the climate or not

I'm not being paranoid, and this shouldn't be normal... why the heck would the actuator have to keep activating? There's no reason why this thing should constantly be making noise like that. It's freakin annoying listening to that thing... ree reee..... ree reee reee......reee..... reee reee........ree ....... ree....... reee reeee........
I've read there are motors in there, and one or more can start to malfunction. I just have no idea how to take that thing apart and test for it.
No codes come up either.

These systems are known to make noises. Most common is a clicking sound sometime accompanied by motor whirring sound. It may be the control arm for the vent flap controls. Sometimes signals that vent is at end of run doesn't register so motor keeps going and flaps click as cam slips. Annoying as hell. Expensive to fix sometimes. Could also be worn out motor, which is only moderately expensive but simple to fix. My system also "clicks" a bit, but not enought to have them rip out entire dash and HVAC system to fix it; ..... yet.
