04 Transmission TSB

04 Transmission TSB
I'm having the all too familiar signs of the A4 CVT problems. Check engine light, flashing transmissions lights - yadada. Google it - there's a ton of stuff. None of it good.
I found tonight a TSB on the very problem:
13 TSB Number:370710 NHTSA Number:10022453 TSB Date:June 22, 2007 Date Added to File:August 15, 2007
Failing Component:
Power Train:Automatic Transmission
Summary:
MIL on, and/or multitronic transmission in emergency running mode (DTC P0706 or P1793 in tcm).
My question is: I know a TSB isn't a recall - but what exactly is it? Is it just a formal note from the factory to dealers about consistent problems with specific models?
I guess I just want to know if it can help in any way for Audi stepping up and being responsible for a poorly engineered component.
