Radiator fan starts spinning at full speeds on cold start

Radiator fan starts spinning at full speeds on cold start
Is that normal? I just changed my radiator fan and I remember it not spinning until it got warm.
If the t-stat was working correctly, my car should in theory still warm up properly even if the fan is at full speed?
Right now, after a good hour of driving, my coolant temperature does not go up at all. I'm guessing I have two problems, a broken fan clutch and a t-stat that is stuck open?
Thanks.

if the fan is always running and running on high it will be hard for the engine to warm up fully, the t stat could be stuck open but im guessing that the fan problem is why it wont warm up. im not familiar with these cars yet but if there is a separate relay that controls high and low fan speeds that could be the problem. you would need to find a wiring diagram to confirm this.
